Minutes - Hybrid
February 19, 2026

 

Attendees: Kate Borduas (President), Ellen Detlefsen, Kathy Little, Richard Schrader (Director, non-voting), Kellie Fisher, and Nancy Rea 

 

Absent: Kim Corthell, Peter Freilinger, and Bryan Shumway 

 

The meeting was called to order at 4:40 p.m. by Kate Borduas. Quorum established. 

 

Consent Calendar: Motion to accept was made by Nancy Rea, seconded by Kathy Little, and carried unanimously. 

 

Library Director’s Innovation Report 

  • Beechridge School – small building the Scarborough Historical Society will lease to library for a nominal rent (Peppercorn rent). Chip will report back for Library potentials.  

  • Piper Shores meeting very successful. Potential donor names were provided.  

  • Kate, Chip and Bill Donovan met with Town Manager, Tom Hall. He suggestions included: 

  • Start capital campaign sooner rather than later.  Suggested we submit our request for 2029 capital funds with this budget. 

  • Be consistent with numbers and reports of the goal of private fundraising. 

  • Do not renegotiate lease.  

 

President’s Remarks: Kate 

  • See reports included in packet (two reports).  

  • Kate looking into attending The Art of Conflict Communication. 

  • Kate, Chip, Kathy, and Nancy participated in zoom meeting with facilitator, Deb Hickell. 

 

Budget Approval (February Deadline) - Chip 

  • Benefits and insurance largest part of budget at 9 percent. Cost of Town Auditor increased slightly. Asking for approximately 92 percent appropriation from town, $1.5 million.  

  • Discussion of CIP budget for 2029 was postponed to be addressed at next Board meeting. 

  • Motion to accept the fiscal year 2025-2026 proposed budget for submission to the town made by Kathy Little, seconded by Kellie Fisher, and carried unanimously.   

 

Remaining agenda items, including SPL building expansion, new business and continuing business  

postponed until March Board meeting. 

 

Adjournment at 5:35 p.m. Motion made by Kathy Little, seconded by Nancy Rea, and carried unanimously. 

 

Reminder: Next meeting is the third Thursday, March, 19th, at 4:30pm.
