The Scarborough Public Library will present a panel discussion on the Question 1 referendum on Monday, September 17, 2018 beginning at 6:30 pm. Question 1 on the November 6 statewide ballot will ask voters if they wish to support an act to establish Universal Home Care for Seniors and persons with disabilities. The final wording will be: “Do you want to create the Universal Home Care Program to provide home-based assistance to people with disabilities and senior citizens, regardless of income, funded by a new 3.8 percent tax on individuals and families with Maine wage and adjusted gross income above the amount subject to Social Security taxes, which is $128,400 in 2018?” Ben Chin, Campaign Manager for the Yes on 1 campaign and Ben Gilman, Campaign Manager for the No on Question 1 campaign will present opposing positions through a panel discussion moderated by Bruce Clary, retired professor from the Muskie School.
